テキサス・ニューメキシコの電力会社Xcel Energyが供給力確保のため、消費者価格引き上げに動き始めた

電力供給の予備力不足の状態になっているテキサス州で、発電所建設及び送配電系の強化のため、電力会社Xcel Energyが電気料金の値上げ手続きを始めた。

Xcel Energy is asking Texas customers to pay an average $6.61 more per month on their electric bills to help fund the cost of ongoing generation and delivery projects in Texas and New Mexico.

A proposal presented Thursday to the 79 Texas towns and cities served by the company, and to the Public Utility Commission of Texas, seeks to boost revenue by $90.2 million per year, said Wes Reeves, a spokesman for Xcel. The increase would not affect wholesale customers, including the city of Lubbock, that purchase electricity from Xcel through a purchase power agreement set to expire in 2019.

Impacts on each customer class vary, but for residential customers using 1,000 kilowatt-hours per month, the increase would average $6.61 per month, or 7.3 percent with fuel costs factored in. New rates are likely to take effect in spring, pending a state hearing.

For all customer classes combined, the total increase is 12 percent, accounting for base rates and fuel costs.

“The economy of the Texas Panhandle and South Plains continues to outpace national economic growth,” according to a statement from Riley Hill, president and CEO of Southwestern Public Service Co., an Xcel Energy company. “Our customers expect us to invest wisely to modernize and upgrade our system to meet this growing demand and provide the reliable service necessary to sustain economic growth. This case is largely driven by these investments, which provide great value to our customers over the long term.

Reeves said the additional revenue will help fund about $2 billion in upgrades to transmission lines, modernization of distribution systems and construction of additional generating capacity planned through 2016.

Reeves said Xcel in 2011 finished construction of the nearly $90 million Jones 3 Unit gas-fired power plant just southeast of Lubbock and will begin construction of the Jones 4 unit − another $90 million gas-fired turbine − this year. Both plants will produce about 169 megawatts and will be primarily used during peak electrical demand in the summer. One megawatt can power about 750 homes.

既に卸電力取引の上限価格が1.5倍に引き上げられ、さらに2倍に引き上げられることが決定している。発電・送電系を持たない販売会社も卸電力価格の変動の影響により、値上げが必要となる。

テキサス州は電力自由化によって、全米平均より高くなった電気料金が、ようやく全米平均を下回ったところだった。しかし、それが原因で発電投資不足から、予備力不足になっていた。その対策として、再び、電気料金を引き上げることになるもよう。
