STRASBOURG, France (Reuters) - Europe's main human rights body on Monday cancelled a scheduled vote on banning creationist and intelligent design views from school science classes, saying the proposed resolution was one-sided.

欧州の主たる人権機関は月曜に、創造論とインテリジェントデザインを学校の理科の授業で提示することを禁じる決議案について、一方的であるとして、議決を中止した。

The resolution, which the Council of Europe's Parliamentary Assembly was due to vote on Tuesday, said attacks on the theory of evolution were rooted "in forms of religious extremism" and amounted to a dangerous attack on scientific knowledge.

Pressure to teach creationism is weaker in Europe, but an Assembly committee got active because a Muslim creationist book has appeared in several countries.

創造論を教えろという圧力は欧州では弱いが、イスラム創造論の本が数カ国で出版されたため、委員会は活動していた。

Guy Lengagne, the French Socialist member of the Assembly who drew up the report, protested after the Parliamentary Assembly voted to call off the debate and vote, and to send the report back to committee for further study.
"I have enough experience of parliamentary procedure to know that this is a first-class burial (for the report)," he said.

このレポートを作成した、評議会のフランス社会党員であるGuy Lengagneは、議会での討論および議決が中止されたことに抗議した。
「私は議会経験が長いが、こんな高速な廃案は初めだ」と述べた。

Deputies said the motion by the Christian Democratic group of parliamentarians also won support from east European deputies, who recalled that Darwinian evolution was a favorite theory of their former communist rulers.

Reutersの報道では「one-sided (一方的)」と言ったのが誰なのか言及がないが、ars technicaの報道によれば、ベルギー代表の発言。

The draft resolution was sent to the full council in a nearly-unanimous vote. Unfortunately, the council voted to send it back to committee. Reading the floor debate, it appears that the resolution's return was prompted by a Belgian representative, who called the resolution "unbalanced." Attempts to get him to clarify his problems with the resolution were blocked when the vote on returning it to the committee passed without debate. It's unclear whether the resolution will ever re-emerge.

決議案は、ほぼ全員一致で全体議会に送られた。しかし、議会はそれを委員会に差し戻すことを決定した。議事録によれば、一方的だと言って委員会差し戻しを提起したのはベルギー代表だった。彼は問題点を明確にしようとしたが、討論抜きの議決により、委員会差し戻しとなった。決議案が再度、議会で投票にかけられるかは不明である。

When we looked at the draft resolution, we thought that it would be better to refer it back to the committee, because we think that the issue is not to deny the scientific evolution theory. But our group is convinced that the proposal is unbalanced. We are open to discussing it, but there is in fact a preliminary question: are we a scientific academy, or are we a political body? Is this item appropriate? In any case, I ask that the draft resolution should be referred back to the committee. Thank you.

Summary

The theory of evolution is being attacked by religious fundamentalists who call for creationist theories to be taught in European schools alongside or even in place of it. From a scientific view point there is absolutely no doubt that evolution is a central theory for our understanding of the Universe and of life on Earth.

創造論を欧州の学校で進化論とともに、あるいは進化論に代えて、教えろと要求する宗教原理主義者によって、進化論は攻撃を受けている。科学的な見方からすれば、進化論は我々の宇宙と地球の生命の理解についての中心的理論である。

Creationism in any of its forms, such as “intelligent design”, is not based on facts, does not use any scientific reasoning and its contents are pathetically inadequate for science classes.

いまのところ、Discovery Instituteを本山とするインテリジェントデザイン運動は欧州方面に橋頭保を築いていない。創造論については、英国系のTruth in Scienceと、Ken HamのAnswers in Genesisの支店が活動中だが、まだ動きは大きくないもよう。むしろ脅威はHaryn Yahyaなどのイスラム系のもよう。
