21世紀にはいっても、あいかわらず...
ひとりめの登場人物は、広報および世論調査会社Luntz Research Companies"を率い、共和党の選挙コンサルタントをつとめたりしたFrank Luntzだ。もちろん、リベラルや環境保護系の人々からはきらわれ、Luntzspeakに楽しげに攻撃されたり、The Engironmnetal Working Groupからも嫌われたりしている。なお、このEWGの出資者にはFord Foundation(フォード財団)が含まれており、牧田[2005]によればリベラル系であることから、EWGもリベラル系と思われる。
このFrank Luntzが2002年の連邦議会選挙で共和党のコンサルタントとして書いたのが、[Luntz Memo 2002]だ。この紙からPDFにコピーされたドキュメントはLuntzspeakなどにもおいてある定番品。そこで、Luntzは、温暖化について、こうアドバイスしている。
地球温暖化ディベートに勝つ
特に京都議定書についてブッシュ大統領を攻撃する民主党員やオピニオンリーダに対して、また一般に地球温暖化について語るにあたり次のように言うのが推奨であることを銘記すること。

この中でも特にFrank Luntzが重視するのが「科学的確実性を欠く」点であり、

20世紀後半の温暖化は人類起源のもの[IPCC 2001 Summary p6]ということで決着しているようだが、そもそも過去2000年の気温変動の推定がまだよろめいている。IPCC 2001のレポートでも
Evidence does not support the existence of globally synchronous periods of cooling or warming associated with the ‘Little Ice Age’ and ‘Medieval Warm Period’. However, reconstructed Northern Hemisphere temperatures do show a cooling during the 15th to 19th centuries and a relatively warm period during the 11th to 14th centuries, though the latter period is still cooler than the late 20th century.
証拠は、全球同時の"小氷期"とよばれる寒冷な時期や"中世温暖期"と呼ばれる温暖な時期があったことを支持しない。しかしながら、推定された北半球の気温は15〜19世紀に寒冷、11〜14世紀に比較的温暖であったことをを示している。ただし、温暖といっても20世紀後半よりは涼しい。
となっており、どこまでが異常な温暖化だと見るかの判断材料としての過去が見えたという感じがしない。もちろん、確実を望めば永遠に答えはない。答えがない間は動かないというのが「サウンドサイエンスに基づく政策」。
で、効果的表現としてFrank Luntzは例文をあげている。
"We must not rush to judgment before all the facts are in. We need to ask more questions. We deserve more answers. And until we learn more, we should not commit America to any international document that handcuff us either now or into the future"
すべての事実をつくむまで結論を急ぐべきではありません。もっと問い、もっと答えを得泣けれればなりません。そして、もっとよく知るまで、現在あるいは将来にわたって我々に手枷をはめるような国際的な部署に署名すべきではありません。

You can't look back a million years and say that proves that we're heating the globe now hotter than it's ever been. Afte all, just 20 years ago scientits were worried about a new Ince Age."
科学者は今日のデータから外挿できるが、それで明日がわかるわけではありません。百万年を振り返って、地球はかつてない高温にあるなどと言える訳がありません。結局のところ、たった20年前、科学者たちは来るべき氷河期に怯えていたのですから。

James Inhofe 共和党上院議員
James Inhofe上院議員は1994年に上院選挙で初当選。
2002年にはFrank Luntzのおかげで共和党が上院を制し、このとき "Environmental and public work committee"(環境および公共委員会)委員長となった。
2003年7月28日に議会で演説したInhofeは、
Over the past 2 hours, I have offered compelling evidence that catastrophic global warming is a hoax. That conclusion is supported by the painstaking work of the nation's top climate scientists.
