オクラホマ州下院の反科学州法案HB1674-2013が時間切れ廃案

米国の進化論教育及び気象教育を守るNCSEによれば、オクラホマ州下院の反科学州法案HB1674-2013が州上院委員会通過期限を過ぎたため廃案になった。
Oklahoma's House Bill 1674 , which would, if enacted, have deprived administrators of the ability to prevent teachers from miseducating students about "scientific controversies," died in the Senate Education Committee on April 3, 2014, when a deadline for House bills to be passed by their Senate committees expired. HB 1674 previously passed the Oklahoma House of Representatives on a 70-6 vote on March 3, 2014.

As < a href="http://webserver1.lsb.state.ok.us/cf_pdf/2013-14%20INT/hB/HB1674%20INT.PDF">introduced in February 2013, HB 1674 specifically mentioned "biological evolution, the chemical origins of life, global warming, and human cloning" as subjects which "some teachers may be unsure" about how to teach. Later, in February 2014, Gus Blackwell (R-District 61), a sponsor of HB 1674 along with Sally Kern (R-District 81), Arthur Hulbert (R-District 14), and Josh Brecheen in the Senate (R-District 61), amended the bill to omit the specific details.

成立すれば、「科学的論争」について教師が生徒に誤った教育をするのを管理者が阻止できなくなるオクラホマ州下院のHB1674が、州下院提案法案の州上院委員会通過期限を過ぎたため、2014年4月3日に州上院教育委員会で廃案になった。HB1674がは2014年3月3日に70-6で州下院本会議を通過していた。

2013年2月に提案された時は、特に「生物進化や生命の化学起源や地球温暖化やヒトクローン」を「一部の教師が教え方について不確か」である単元として挙げられていた。2014年2月に提案者Gus Blackwell (共和党District 61)が、Sally Kern (共和党District 81),やArthur Hulbert (共和党District 14)や州上院のJosh Brecheen(共和党District 61)が、単元の例示を削除する修正を行っていた。

ミズーリ州下院の反進化論州法案HB1472が委員会通過

米国の進化論教育及び気象教育を守るNCSEによれば、ミズーリ州下院の2つの反進化論州法案のひとつHB1472が州下院初等中等教育委員会を通過した。
Missouri's House Bill 1472, which would require school districts to allow parents to have their children excused from learning about evolution, was passed by the House Committee on Elementary and Secondary Education on March 12, 2014, after having a public hearing on February 13, 2014. The bill is not yet on the House calendar.

親が子供に進化論を学ばせなくてもよくすることを学区に対して義務付けるミズーリ州下院HB1472が、2014/2/13の公聴会を経て、2014/3/12に州下院初等中等教育委員会を通過した。今のところ、本法案は審議日程に載っていない。

As NCSE previously reported, the bill's sponsor Rick Brattin (R-District 55) told the Kansas City Star (February 6, 2014) that requiring students to study evolution is "an absolute infringement on people's rights" and that evolution is "just as much faith and, you know, just as much pulled out of the air as, say, any religion."

メモ「Ignorance led to ...」

Brigham and Women’s Hospital (Harvard Medical School)の麻酔科長をつとめるCharles Vacanti, MDはStem Cell研究界の人ではない。2014年2月2日のBoston Globeの報道によれば...
His discovery is a reminder that as specialized as science is, sometimes, a little ignorance may be a virtue. A stem-cell expert would probably never have even bothered to try the experiment Vacanti has been pursuing, on and off, since the late 1990s.

”In science, the prevailing opinion is called dogma. And dogma is often right, and often wrong,” said Arnold Caplan, a biology professor at Case Western Reserve University and friend who has acted as a sounding board for some of Vacanti’s ideas.

“He tests them out on me and if I think they’re totally stupid, I tell him, since I’m not known to be subtle,'’ Caplan said. “Most of the time, I’m encouraging, because every time we think we know something, we don’t know it exactly.”

Sitting in his office a day after he shook up the stem cell world, Vacanti was unguarded and modest.

“I know I’m wrong a lot of times, but do you know how happy I am when I’m right once in awhile?” he said. “That’s what I live for.”

彼の発見は、ちょっとした無知が時には美徳になるという、科学にありがちなことを思い起こさせる。1990年代後半から時折、Vacantiが追求してきたような実験を、普通のStem Cell専門家なら、おそらくやろうとはしないだろう。

Stem Cell研究界を大きく揺るがした翌日、Vacantiは無防備に控えめにオフィスにすわって、言う。「私は何度も間違ってきた。しかし、ひとたび正しければ、とてもハッピーだ。そのために私は生きている」と。

Stem Cellの普通の研究者が手を出さないようなアフォネタを繰り出して、ひたすら間違えてきた人らしい。こういう人は当たるとデカイが、なかなか当たりにめぐりあわない。そこで博士課程を過ごす場合、Stem Cellネタをやったら、成果が出せずに学位を取り損ねそう。

オクラホマ州下院に反科学州法案HB1674-2013が州下院本会議を通過

2013年にオクラホマ州下院に提案され、審議期限切れで廃案になった反進化論州法案HB1674が、再度審議日程に載り、2014年2月18日に案文が修正された。提案時点では....
The Oklahoma Legislature finds that an important purpose of science education is to inform students about scientific evidence and to help students develop critical thinking skills they need in order to become intelligent, productive, and scientifically informed citizens. The Legislature further finds that the teaching of some scientific concepts including but not limited to premises in the areas of biology, chemistry, meteorology, bioethics and physics can cause controversy, and that some teachers may be unsure of the expectations concerning how they should present information on some subjects such as, but not limited to, biological evolution, the chemical origins of life, global warming, and human cloning.

オクラホマ州議会議員は理科教育の目的は、生徒たちに科学的証拠についての情報を与え、知的で生産的で科学的に情報を与えられた市民となるために必要な批判的思考スキルを生徒たちが身につけるのを助けることであるとわかった。さらに、オクラホマ州議会議員は、生物学や化学や気象学や生命倫理や物理学の分野の命題を含むが、これらに限らず科学概念の教育が論争を引き起こし、生物進化や生命の化学起源や地球温暖化やヒトクローンを含むがこれらに限らず、いくつかの単元についての情報提示をいかにすべきか確信を持っていない教師がいることを知った。

という形で、「生物進化や生命の化学起源や地球温暖化やヒトクローン」という、いつもの例を挙げていたが、HB1674 Amendment]では削除された。

この修正で明示的な反進化論州法案から、もわっとした反科学州法案になったせいなのか、米国の進化論教育及び気象教育を守るNCSEによれば、オクラホマ州下院本会議を通過した。
Oklahoma's House Bill 1674, which would, if enacted, deprive administrators of the ability to prevent teachers from miseducating students about "scientific controversies," passed the Oklahoma House of Representatives on a 79-6 vote on March 3, 2014. 

HB 1674 would, if enacted, require state and local educational authorities to "assist teachers to find more effective ways to present the science curriculum where it addresses scientific controversies" and permit teachers to "help students understand, analyze, critique, and review in an objective manner the scientific strengths and scientific weaknesses of existing scientific theories pertinent to the course being taught," prohibiting administrators from interfering.

成立すれば「科学的論争」について教師が生徒に誤ったことを教えるのを、教育当局が阻止できなくなるオクラホマ州HB1674が州下院を79-6で、2014/03/03に通過した。

この後、HB1674は州上院教育委員会に送られる。審議期限の2014年4月24日までに可決されない場合は廃案となる。州上院は同様の進化論や温暖化を明示しない反科学州法案を放置モードで期限切れ廃案にしている。州上院が、このHB1674を審議日程に載せるかどうかはわからない。

ただし、共和党72名・民主党29名の州下院を79-6の圧倒的多数で通過しているので、共和党36名・民主党12名の州上院議員たちが方向を変えることもあるかもしれない。

オクラホマ州上院の反科学州法案SB1765が時間切れ廃案

米国の進化論教育及び気象教育を守るNCSEによれば、オクラホマ州上院の反科学州法案SB1765が審議期限切れで廃案となった。

Still alive in the Oklahoma legislature is the similar House Bill 1674 (PDF), sponsored by Gus Blackwell (R-District 61) and Sally Kern (R-District 84); Josh Brecheen is listed as its sponsor in the Senate.

オクラホマ州上院SB1765は、成立すれば、「科学的論争」について誤った教育を生徒に行う教師を阻止する権限を損なうものだったが、2014年2月24日に、州上院教育委員会で、州上院提案法なの委員会通過期限を超えたため廃案となった。... 共和党District61選出Gus Blackwell州下院議員と共和党District84選出Sally Kern州下院議員が提案しているオクラホマ州議会にはHB1674が残っている。Josh Brecheen州上院議員がこの州法案の州上院の提案者となっている。
